Moving on permanent change of station orders? Enter what you paid to move your household goods and to travel to your new duty station, and what the government reimbursed you outside your taxable wages, to see your Form 3903 moving expense deduction, the Schedule 1 line 14 amount, and any excess reimbursement that becomes income.
Move Details
Moving expenses are deducted in the year you paid or incurred them. Sets the mileage rate (21¢ for 2025; 20.5¢ before July 1, 2026 and 23.5¢ from July 1, 2026) and who qualifies.
Armed Forces: on active duty and moving under a military order because of a permanent change of station. Intelligence community: an employee or new appointee (not a service member) relocating for a change in assignment, on 2026 and later returns only.
A foreign move is from the U.S. (or a territory) to a foreign country, or between foreign countries, including to a U.S. base abroad. A move from overseas back to the U.S. is not a foreign move.
What you paid to pack, crate, haul and move your household goods and personal effects: truck or trailer rental, movers, and transit insurance. Enter all storage in the two storage fields below, not here. Leave out anything the government moved for you.
Storage (including in-transit storage) and insurance of your goods for any 30 days in a row after they leave your old home and before they reach the new one. Storage charges beyond those 30 days go in Other Storage.
Storage outside that 30-day window. Deductible only on a foreign move (moving goods to and from storage and storing them while the overseas post stays your main job location).
Hotels from the old home to the new home, including the day you arrive. Meals are never deductible.
One trip per household member. Household members do not have to travel together.
Repairs, maintenance, insurance and depreciation are not deductible under either method.
Add the miles for each of your vehicles on the trip. Used with the standard mileage rate.
2026 only. These miles use 23.5¢; the rest use 20.5¢. Ignored for 2025.
Used only with the actual expense method. Keep a record of each expense.
Added under either car expense method.
Form W-2 box 12, code P. Do not include dislocation allowance, temporary lodging expense or allowance, move-in housing allowance, or a move the government arranged. Amounts already in box 1 do not go here.
Only used to estimate how much federal income tax the deduction saves.

Form 3903 Moving Expenses
Form 3903 lines 1 to 5 (2025 form; the 2026 draft form has the same lines). Line 1: household goods plus storage within 30 consecutive days (all storage on a foreign move). Line 2: travel and lodging, no meals, with car costs at actual gas and oil or the military moving mileage rate, plus parking and tolls. Line 4: government reimbursements not in Form W-2 box 1 (code P). One move per calculation. State tax treatment is not included. Educational estimate only.
Want the full rules - what counts as a permanent change of station, which allowances are tax-free, what to do with code P, foreign moves, the 2026 intelligence community change and the mid-year mileage increase? Read the companion guide.
If you are on active duty in the Armed Forces and move under a military order because of a permanent change of station, you can deduct the unreimbursed cost of moving your household goods (plus storage within 30 consecutive days) and of traveling to your new home (lodging, airfare or car costs, parking and tolls, but not meals) on Form 3903. Subtract government reimbursements shown in Form W-2 box 12 with code P; the rest goes on Schedule 1 (Form 1040) line 14 and reduces your AGI without itemizing. Car costs can use 21¢ a mile for 2025, or 20.5¢ (before July 1) and 23.5¢ (from July 1) for 2026. On the default inputs, $3,731 of expenses less $1,500 of code P leaves a $2,231 deduction, worth about $490.82 in the 22% bracket.
Key Takeaways
Who qualifies: active-duty Armed Forces members on PCS orders; from 2026, intelligence community employees and new appointees relocating for a change in assignment. Everyone else cannot deduct moving expenses, permanently.
Line 1: moving household goods and personal effects, in-transit storage and insurance, and storage within any 30 consecutive days (all storage on a foreign move).
Line 2: travel and lodging from the old home to the new one, one trip per person, no meals, no house hunting.
Mileage: 21¢ for 2025; 20.5¢ for January to June 2026 and 23.5¢ from July 1, 2026; parking and tolls on top.
Line 4: only reimbursements not in box 1 (code P). Dislocation allowance, TLE, TLA and MIHA are tax-free and are not entered.
Excess reimbursement: if code P is more than your expenses, the difference is income on Form 1040 line 1h.
No itemizing needed: the deduction is a Schedule 1 Part II adjustment to income.
How This Calculator Figures the Moving Expense Deduction
The tool follows Form 3903 line by line. The 2025 form and the 2026 draft form have the same five lines; the 2026 draft adds the intelligence community to the eligibility statement. For the rules behind each input, see the Military Moving Expenses Guide.
Step 1: Who Can Deduct IRC 217
IRC 217(k)(1) suspends the moving expense deduction for tax years beginning after 2017 for everyone except a member of the Armed Forces on active duty who moves under a military order and incident to a permanent change of station (IRC 217(g)). Section 70113 of the One Big Beautiful Bill Act (Public Law 119-21) removed the 2025 end date, so the suspension is now permanent, and added IRC 217(k)(2): starting with tax years beginning after December 31, 2025, an employee or new appointee of the intelligence community (other than a service member) who moves because of a change in assignment that requires relocation is treated the same way. The distance and time tests that once applied to all movers (IRC 217(c)) do not apply to either group.
Step 2: Line 1, Household Goods and Storage Form 3903
Line 1 is what you paid to pack, crate and move your household goods and personal effects, including a trailer, in-transit storage and insurance, plus the cost of storing and insuring them within any period of 30 consecutive days after they leave your old home and before they reach your new one. On a foreign move the line also includes moving goods to and from storage and storing them for all or part of the time the overseas job location remains your main job location, so the tool adds "Other Storage" only when you pick a foreign move.
Step 3: Line 2, Travel and the Mileage Rate Notice 2026-10
Line 2 is lodging on the way (including the arrival day), airfare, train or bus fares, and car costs, for one trip per household member. Car costs are either your actual gas and oil or the standard mileage rate for moving: 21 cents a mile for 2025 (Form 3903 instructions), 20.5 cents for 2026 (IRS Notice 2026-10), raised to 23.5 cents for miles driven on or after July 1, 2026 (IRS Announcement 2026-11). Parking fees and tolls are added under either method. Mileage is rounded to the nearest cent; for example 1,200 miles in 2026 with 400 of them after July 1 is 800 x $0.205 + 400 x $0.235 = $164.00 + $94.00 = $258.00.
Step 4: Lines 3 to 5, Reimbursements and the Result Form 3903
Line 3 adds lines 1 and 2. Line 4 is the total the government paid you for those expenses that is not included in Form W-2 box 1, shown in box 12 with code P. If line 3 is more than line 4, line 5 is the difference: your moving expense deduction, carried to Schedule 1 (Form 1040) line 14. If line 3 is equal to or less than line 4, there is no deduction, and any amount by which line 4 exceeds line 3 is included in income on Form 1040 line 1h. The savings estimate multiplies the deduction by the bracket you choose; it ignores the effect of a lower AGI on credits and other AGI-based items.

Practitioner Insight (LMN Tax Inc.)
LMN Tax Inc. - Planning Notes
The number that decides a PCS return is not the expense total, it is line 4. Service members routinely subtract every dollar the military paid them, including the dislocation allowance and temporary lodging money. Those allowances are already tax-free and the Form 3903 instructions say not to enter them, so subtracting them throws away a real deduction. We start from box 12 code P on the Form W-2 and nothing else.
The second check is box 1. A payment that was included in box 1 has already been taxed as wages, so it does not reduce line 3 either. When a move payment shows up in box 1 rather than under code P, the member's documented out-of-pocket costs are deductible in full against it.
Third, records. A PCS packet has orders, the travel voucher, the settlement and receipts in different places. We ask for the orders, the voucher, every lodging and truck receipt, weight tickets for a self-move, and the odometer readings at both ends. Meals on the voucher are not deductible, so we take them out before anything else.
Finally, state returns. Many states follow the federal rule, but not all of them, and the state where you file may not be the state you moved to. We check each state return separately rather than assuming the federal deduction carries over.
When This Calculator Does Not Cover Your Situation
More than one move in the year. Use a separate Form 3903 for each move and run the tool once per move.
Storage fees only, for an earlier move. If you moved in an earlier year, are claiming only storage fees while you are outside the U.S., and the government's payment for storage is in box 1, you do not file Form 3903; the storage fees go directly on Schedule 1 line 14 with the storage fee box checked.
Foreign earned income exclusion. If you file Form 2555, the part of the deduction allocable to excluded income is not allowed (see IRS Publication 54). The tool does not make that allocation.
Spouse and dependents moving to a different location. If the military moves your family to or from a different location than you, the moves are treated as a single move; enter the combined costs once.
Survivors and families of members who desert or are imprisoned. A permanent change of station for the spouse or dependent includes a move to the member's place of enlistment or induction, the home of record, or a nearer point in the U.S. The tool assumes the eligibility you select.
Moves after leaving active duty. A move from your last post of duty to your home or a nearer point in the U.S. qualifies only if it happens within 1 year of ending active duty or within the period allowed under the Joint Travel Regulations.
State income tax. State treatment varies and is not included.
Frequently Asked Questions
Can military members deduct moving expenses in 2026?
Yes. A member of the Armed Forces on active duty who moves under a military order because of a permanent change of station can deduct unreimbursed moving expenses on Form 3903, and the deduction is reported on Schedule 1 (Form 1040) line 14. The One Big Beautiful Bill Act made the suspension of the deduction for everyone else permanent, and starting with 2026 it also lets an employee or new appointee of the intelligence community who relocates for a change in assignment deduct moving expenses on the same basis.
What is the military moving mileage rate for 2026?
20.5 cents a mile for miles driven from January 1 through June 30, 2026 (IRS Notice 2026-10) and 23.5 cents a mile for miles driven on or after July 1, 2026 (IRS Announcement 2026-11, issued because of higher fuel prices). The 2025 rate is 21 cents a mile. Parking fees and tolls are added under either the mileage rate or actual gas and oil costs.
What PCS expenses are deductible on Form 3903?
Packing, crating, hauling and moving your household goods and personal effects, including a trailer, in-transit storage and insurance; storage and insurance within any period of 30 consecutive days after the goods leave your old home and before they reach the new one (all storage on a foreign move); and travel from the old home to the new home, including lodging on the way and the arrival day, car expenses or airfare, parking and tolls, for one trip per household member. Meals, house hunting, lease and home sale costs, car tags and driver's licenses are not deductible.
What does Form W-2 box 12 code P mean for a PCS move?
Code P is the amount the government paid you for moving expenses that is not included in box 1 wages. It goes on Form 3903 line 4 and is subtracted from your expenses. Dislocation allowance, temporary lodging expense, temporary lodging allowance, move-in housing allowance and the value of a government-arranged move are excluded from income and are not entered on line 4. Reimbursements included in box 1 are already taxed, so they do not reduce the deduction.
What if my PCS reimbursement was more than my expenses?
If Form 3903 line 4 (reimbursements not in box 1) is equal to or more than line 3 (your expenses), you have no moving expense deduction. If line 4 is more than line 3, subtract line 3 from line 4 and include the difference as income on Form 1040 line 1h, unless it is a dislocation allowance, temporary lodging expense, temporary lodging allowance or move-in housing allowance.
Do I have to itemize to deduct military moving expenses?
No. The moving expense deduction is an adjustment to income listed in IRC 62(a)(15). It is reported in Part II of Schedule 1 (Form 1040) on line 14, reduces adjusted gross income, and can be claimed with the standard deduction.
